Ivana Harrington, CBAP, ENV-SP, CDBP

Ivana Harrington is a seasoned strategist with over 16 years of experience in financial management, federal grant administration, and program implementation. She specializes in designing and executing complex, compliance-driven initiatives that foster recovery, resilience, and economic growth. As a CDBG-DR and CDBG-MIT Subject Matter Expert, Ivana has led transformative projects in New York State and Puerto Rico, including post-disaster recovery efforts following Hurricanes Sandy, Irma, and Maria.

As a Grant Management Solutions Architect for the Puerto Rico Department of Housing, she helped secure over $20 billion in federal funding by developing the CDBG-DR/MIT Economic Development Portfolio, supporting senior housing officials, engaging with Federal Agencies, developing agency and programmatic frameworks, and community engagement strategies.

During her tenure with the New York State Governor’s Office of Storm Recovery, she oversaw 38 infrastructure projects totaling $568M+, integrating FEMA PA Match and HMGP programs.

Ivana blends economic insight, operational leadership and academic insights. She is a former CUNY City College (CCNY) Adjunct Professor in Economics & Finance and Organizational Management.

She holds a Bachelors Degree in Economics from CUNY Hunter College, Bachelors Degree in Political Science from CUNY Hunter College, Master’s Degree in Economics from CUNY City College (CCNY) and completed the Wharton Executive Program in Business Analytics.

Her certifications include Davis-Bacon Compliance, ENV-SP, and Construction Financial Management.

She holds professional recognitions by the Women Builders Council and NY Rising Latino Stars.

Ivana is affiliated with the American Planning Association NY Chapter, ISI, American Economic Association, and National Grant Managers Association.
